We are responsible for the management of the West Gate Tunnel Project on behalf of the Victorian Government.
The West Gate Tunnel Authority is an Administrative Office within the Department of Economic Development, Jobs, Transport and Resources (DEDJTR).
We are a team made up of skilled professionals from the public and private sector, with additional support provided by external experts from a range of fields.
The team is headed by CEO Peter Sammut. Peter has over 30 years’ experience in managing major infrastructure projects, including Public Private Partnership Projects such as the $3.5 billion Victorian Desalination Plant and the $2.5 billion EastLink toll road, at the time Victoria’s largest ever urban road project.

The West Gate Tunnel Project is part of three interrelated projects, including the Monash Freeway Upgrade and Webb Dock access improvements. The Monash Freeway and Webb Dock projects were completed in 2018.

Monash Freeway Upgrade Stage 1 – Completed
Work is now complete on the Monash Freeway Upgrade Stage 1 and the speed has returned to 100 km/h. EastLink to Clyde Road now has an extra lane in each direction, with smart technology added from Chadstone to Pakenham to ease congestion for faster travel.
More than 1.5 million working hours, 74 huge steel gantries, 200,000 tonnes of asphalt and more than 2,000 permanent concrete barriers have contributed to this stage of the project.
There are also further works planned to get people home sooner and safer with Monash Freeway Upgrade Stage 2 to start later this year. You can read more on the Major Road Projects Authority website.
Webb Dock access improvements – Completed
After more than two years of construction, the Webb Dock access improvements were completed in April 2018. A better freight connection from Webb Dock to the freeway network was built, making it easier and safer for trucks to enter the Bolte Bridge and free up space and help traffic flow on the M1.
The Webb Dock Access improvements, delivered by the CityLink Tulla Widening project, supported the Port of Melbourne’s $1.6 billion Port Capacity Project.
