The project requires a number of key approvals under Victorian legislation.
A draft Planning Scheme Amendment and the Works Approval application are being exhibited alongside the Environment Effects Statement (EES), and are available to view as attachments IV & V, respectively.
Draft Planning Scheme Amendment
A draft Planning Scheme Amendment (PSA) affecting the Brimbank, Hobsons Bay, Maribyrnong, Melbourne, Port of Melbourne and Wyndham Planning Schemes has been prepared and is included in the exhibited documents (see Attachment IV). The draft PSA will enable the project to be implemented in accordance with conditions contained within an Incorporated Document without the need for further planning permission. The draft PSA will also introduce controls to protect the operation and structural integrity of the tunnels and related infrastructure proposed to be developed as part of the project.
Works Approval application
A Works Approval is required under the Environment Protection Act 1970 for the road tunnel ventilation systems included in the project. An application for a Works Approval has been submitted to the Environment Protection Authority Victoria and is included in the exhibited documents (see Attachment V).
Cultural Heritage Management Plan
A Cultural Heritage Management Plan (CHMP) is required under the Aboriginal Heritage Act 1987.
